Forty-six years of development and maintenance of the Nurse Station System have sometimes been attributed to the effective personnel management. The true factors influencing the success of maintaining the system have rarely been met with in-depth study. This study attempts to look into the various factors such as the following: organizational factors, function of nursing administrations, following up of personnel involving 1502 station nurses, 41 administrations covering the period of 46 years. Starting years of stations vary from area to area. Peak year finds the number of Stations with the nurses stationed to be 77 and 140 respectively. Total number of public health nurses involved during 46 years of operation is 1502 and many of them were dispatched to further islands for the average years of 3.4. Prereversion period in Okinawa had 20 stations in further islands with 265 public health nurses. The \"official public health nurses\" counted 236,16% of the total and they worked for average 1.9 years. As for the administration of the stations, a section chief of the station had the maximum power of management. A head public health nurse in cooperation with the section chief oversaw personnels in terms of their education and welfare. Leaders shared their experiences involving themselves in the field managing stations, education and administration thus, by rotating their duties, they contributed to the idea of group leadership.
