{"created":"2023-06-19T06:41:45.286116+00:00","id":97,"links":{},"metadata":{"_buckets":{"deposit":"65413302-7cf1-4370-b569-10e93cc5bdcf"},"_deposit":{"created_by":2,"id":"97","owners":[2],"pid":{"revision_id":0,"type":"depid","value":"97"},"status":"published"},"_oai":{"id":"oai:opcnr.repo.nii.ac.jp:00000097","sets":["1:12"]},"author_link":["41","229","211","386"],"item_10002_biblio_info_7":{"attribute_name":"書誌情報","attribute_value_mlt":[{"bibliographicIssueDates":{"bibliographicIssueDate":"2005-03","bibliographicIssueDateType":"Issued"},"bibliographicIssueNumber":"6","bibliographicPageEnd":"49","bibliographicPageStart":"40","bibliographic_titles":[{"bibliographic_title":"沖縄県立看護大学紀要"},{"bibliographic_title":"Journal of　Okinawa　Prefectural College of Nursing","bibliographic_titleLang":"en"}]}]},"item_10002_description_5":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"【本研究の目的】沖縄県の離島について、地域特性を「不利性」から「有利性」で捉え直し、市町村行政との関係で類型化を試み、公助・互助・自助の視点から、高齢者の地域ケアシステム構築にむけての課題を明らかにすることである。【対象】「沖縄振興開発特別措置法」に規定する指定離島39島中（2000年12月末現在)、架橋等で陸路が確保されている島、人口10人以下の島、高齢者１人の島を除く27島24市町村である。【方法】平成13年１月～２月の期間に、「高齢者の介護と実態把握及び基盤整備等調査票」を作成し、離島を有する市町村の介護保険等担当職員に送付し、島ごとの状況について回答を依頼した。【結果及び考察】１）地域特性から捉えた有利性：離島の特徴としての\"狭小性\"、\"孤立性\"、\"隔絶性\"は、生活の地域把握や情報共有の容易性であり地域ケアの推進の可能性である。「互助」の高さは、物的・人的資源の活用、「公助」の弱さは、多面的な人材活用で補強し、「自助」の弱さは自助努力の必然性とも位置づけられる。このように「不利性」を「有利性」に捉え直した時、「困難性」は「可能性」に変化し、従来の「不利性克服型」ではなく、新たな「有利性伸展型」の地域ケアシステム構築の可能性が導ける。２）沖縄県離島の類型化と地域ケアシステム構築の課題：(1)１島１市町村型の課題は、｢公助」への期待、(2)多島１町村型は「互助」への期待、(3)１島多市町村型は、島内市町村の協働体制の強化、(4)主島近接型は島外の力量を期待となった。３）離島の類型化による結果は、地域ケアシステム構築の多様なあり方を示唆している。離島の高齢者の地域ケアシステム構築は、「公助」や「自助」に加え、地域特性を反映する「互助」を重視することが重要と考える。|Purpose: The purpose of this study is to identify the problems to solve for development of community care system by the viewpoints of \"public support\", \"mutual support\" and \"self support\" in remote islands in Okinawa Prefecture. For this purpose; we reassure the community characteristics, not by the inferiorities, but by the superiorities of the island and try municipal and geographical classification of them. Object: 39 remote islands are designated by \"Okinawa Special Measures for Promotion and Development\" (Dec.2000). We removed the islands, which are connected to other islands by bridges, which have less than 10 inhabitants or only one elderly inhabitant. The objects are then 27 remote islands which belong to 24 municipalities. Design: We made \"The Questionnaires of The Care and The Actual Conditions of Elderly, and Infrastructure\". We distributed the questionnaires, and asked to answer to them to the all isolated island municipals' person in charge, in the period from January to February, 2001. Results and Discussion: 1) The superiorities that were grasped from the community characteristics include: The nature of narrowness, isolation and solitary also mean the ease in which community comprehension and information exchange can take place, and also mean the possibility for development of community care. The strength in \"mutual support\" means the capability of application of material and human resources; the weakness in \"publi c support\" can be reinforced by multilateral application of talented people; the weakness in \"self support\" can mean the necessity of individual self-help. When we redefine the inferiorities as superiorities, \"difficulty\" turns into \"capability\"; not \"inferiority overcoming type, but \"superiority progressing type\" of community care system becomes possible. 2) Municipal and geographical classification of the Remote Islands in Okinawa Prefecture, and the problems in development of community care system: (1)The task of \"one island-one municipality type\" is the expectation for \"public support\". (2)The task of \"plural islands-one municipality type\" islands is the expectation for \"mutual support\" (3)The task of \"one island-plural municipalities type\" is the reinforcement of cooperation system between the municipalities in the island. (4)The task of \"adjacent island\" is the expectations for the resources out of island. 3) The results of the classification of remote islands suggest the diversity of development of community care systems.
